This is apropos to the clarification in your daily made by Executive Engineer, PWD, Boleng Division in Readers Forum under caption “Devoid of Factual Information” 23rd December which is hollow.
What I have reflected in the Memorandum was information received from the same Executive Engineer under RTI. If my information is not correct, the RTI Act 2005 under Section 6(2) and Section 19(3) provides ample provision. It is he who himself will be responsible.
The clarification seems, is not a version from a qualified Engineer, rather dictated from other planet.
Regarding question of misuse of NLCPR fund, it was totally untouched, but hiring

Regarding labour payment, it will be nice if the Executive Engineer comes out clear on how much labourers were engaged at the site and the balance of payments to the labourers.

Internet is such a thing where sitting from a cybercafe in Itanagar one can create a virtual company with offices in places like Sydney, New York. Just pick any fancy name.
It always pays to think before you take a dive. The one thumb rule in investing is to know the business model before you invest. Get smart and don't get fooled and also don't fool thy neighbours.

ANSU demands action against perpetrators of violence along the border
ITANAGAR, Dec 24: The All Nyishi Students Union (ANSU), reacting strongly to repeated atrocities to the people of Arunachal in border areas, by Assam Police and miscreants has demanded immediate arrest of all the persons responsible in carrying out attacks.
This call came after a reported attack at Dokhum Village(Gorubanda) Papum Pare district on Dec 17.
It said that a group of Assam police personnel on civil dress severely assaulted Debia Dokho, Gaon Burah of Dokhum Village, Sangio Tallar, Debia Muni, Markio Thomas and others. Union said that they also took original vehicle documents of Sangio Tallar and ornaments of Debia Yama and at the same time arrested Biri Bagang and Dayum Tadik who were on their way to Durpang village to attend a local function.
The duo were taken to Narayanpur Police Station and tortured, which left them with broken ribs and legs.
The Union further said that on Dec 18, some miscreants cut down and uprooted tea plantation of Nabam Sango.
The union said that earlier in 2003, two Arunachalees were murdered at the same area but the culprits are yet to be traced.

Live operations at NEIAPSCON 2010
ITANAGAR, Dec 24: As part of the North East Chapter of Indian Association of Paediatric Surgeons Conference (NEIAPSCON), a live operation workshop in the Operation Theatre of the State General Hospital, Naharlagun was conducted. Dr. R. Ramadwar and Dr. J.K. Goswami performed three major live operations which were shown to delegates and public with interaction on the close circuit TV outside. The renowned surgeons operated upon the paediatric cases and gave paediatric surgery training to the delegates.

AAPWU demands cancellation of appointments
ITANAGAR, Dec 24: All Arunachal Pradesh Workers’ Union Secretary General Changma
Tajo in a letter to concerned authority regarding appointment of group D and C staff
in the WRD Department in 2009-
Further, expressed displeasure at the concerned authority for their adamant attitude despite repeated request demanded that, appointment orders must be cancelled or recalled. It suggested that fresh appointments and promotions be made as per seniority basis to infuse work culture among the workers. The Union threatened to launch movement against the authority, if the demands were not fulfilled within a month.
APCC condoles Karunakaran's death
ITANAGAR, Dec 24: Arunachal Pradesh Congress Committee (APCC) expressed deep shock over the sudden demise of veteran Congress leader and former Kerala chief minister K. Karunakaran and prayed for eternal peace of the departed soul.
"He was a charismatic leader with exceptional organizational and managerial skills. He dedicated his life for the all round development of Kerala in particular and the country as a whole. His death is a great loss to the INC and caused a vacuum in the political arena", APCC said in a release.
Yazali celebrates X-
ITANAGAR, Dec 24: The Christian community of Yazali area celebrated pre Christmas with pomp and gaiety on December 18 last at Yazali.
Altogether, 6000 delegates from various location of the circle attended the celebration while Bombay, Ziro Christian Council and local choir presented gospel numbers.
Meanwhile, the speakers of the celebration Rev. Ayang Sor, All Arunachal Catholic Association President Tao Tebin, Kimin Church Pastor Passang Simi and Arunachal Theology College, Naharlagun Principal Lishi Tado appreciated the organizing committee and appealed Christian community to avoid discrimination in the name of denominations. ITANAGAR, Dec 24: The Arunachal Teachers Association (ATA) has rejected the verbal assurance given by the authority to fulfill its various demands.
Instead ATA insisted on written assurance from the authority with specific time period.
ATA will stick to its earlier decision and will launch democratic movement if the authority fails to respond to the demands before expiry of the ultimatum set by it, an ATA release said.
ATA gave December 31 as the deadline to fulfill its various demands which included appointment of Director of Elementary Education (FEE) from the senior most serving Joint Director of School Education, among others.

Its 6 pm in the winter and its already dark. Jichu (name changed), a widow and mother of two is expecting visitors at her house.
A few minutes later there is a knock at the door. Taking a deep breath, she walks towards the door and opens it. Two young men appear in front of her. They are from a local student organization and have come for a deal to make over a plot of land occupied by her in the outskirts of Tezu town.
She is reluctant to the idea of giving half of her land to them for their ‘protection’ in return. The two men insist she accept the deal or face the consequences later. Increasingly she is made aware that she is an ‘outsider’.
Jichu and her late husband are from the Idu Mishmi tribe. They migrated to present Lohit district when it was known as the Mishmi Hills District, which in 1954 was renamed as Lohit Frontier Division with its headquarter at Tezu. The Lohit Frontier Division then included the present Lower Dibang Valley, Dibang Valley, Lohit and Anjaw district.
Today the population of the Idus in Tezu is roughly 500 and is mainly concentrated in Tribal colony and Teluliang village.
A disintegrated community
Walking through the lanes of Teluliang village, there were examples galore that spoke volumes about how a progressive community fell off the track and failed to emerge in all spheres of development.
“The Idu community in Tezu is in the tendency to disintegrate over time, as it is witnessing the breakdown of its traditional social support systems”, says Rezina Mihu, a third year student in the IGGC college.
‘Reh’ and ‘Kemeha’, the two most important festivals of the Idu tribe began to be celebrated here only recently.
Azadi Pulu, former student of IGGC College says, “We started the Kemeha celebration in Tezu in 2006 after a great persuasion.”
“Idu dialect is now replaced with Assamese, as Hindi in Roing and majority of the population here are religious converts.”
Despite the sizeable population in the town, the community has failed to negotiate political benefits over the years. Marred by its frail internal social bonding, they are easily marginalized. Once the landlords of the Tezu town, many of them are now migrating to Roing. They see no future in a land where they are now seen as an ‘outsider’. Divisive politics
Alarmed, the All Idu Mishmi Students Union (AIMSU) invited attention of all legislatures and the apex bodies of Mishmi community over Idus becoming the ‘soft target’. The union fears it will sow the seeds of division.
Similar was the concern of S Bellai, a Miju Mishmi elder from Anjaw: “The geographical divide between Lohit and Dibang has given the impression of Idu as a separate group from Mishmis.”
The Mishmi community is one of the largest tribal groups inhabiting six districts in Arunachal Pradesh and is further categorized as Idus, Mijus and Digarus. The Dibang districts are largely inhabited by the Idus, and Lohit and Anjaw by the Mijus and Digarus.
Recently there have been several attempts to bring the whole Mishmi community under one fold. One such initiative was the formation of Mishmi Students Federation (MSF) in February 2008. Since then there has been no further initiative.
A week later after I returned to Roing, I heard the news that Jichu had agreed to the deal.
Eco tourism workshop at Bomdila
Bomdila, Dec 24: An Eco Tourism Workshop was organized today in the Convention Hall of Hotel Tsepal Yangzom, Bomdila. The workshop was attended by over forty tourism stake holders including tour operators, transporters, hoteliers, taxi operators, guide trainees.
Participants from Kalaktang, Bhalukpong, Jigaon, Rupa, Dirang, Sangti and host town Bomdila took part.
Resource persons Lokesh Kumar, MBA (Forest Management) from Pragya Gurgaon, Tsering Wange, MD Himalayan Holidays Bomdila and Indi Glow, Promotor of Eaglenest Wildlife Sanctuary gave their respective presentations on Ecotourism development in the State in general and West Kameng district in particular. The focus was on holistic development of the local communities with emphasis on environmental conservation, culture conservation, health, education and livelihood.
In an effort to promote ecotourism in the district, West Kameng District Eco Tourism Development Society (WKDETS) was formed from amongst the tourism stake holders of the district with ten Executive members and thirty general members.
The WKDETS would function from the Development Research Centre, Bomdila which is well equipped with library, computer, DVD, TV etc..

A couple of months back, one of shopping arcade in our small township made such offer to attract potential consumers. Thrilled with the idea of getting a new car, a few of my friends who hardly could effort to own a car out of their limited income (thanks to the growing price rise!) rushed into the said business hub.
They invested their money for purchasing items ranging from groceries to tiny toys in order to get maximum numbers of coupon, meant for winning the car. On completion of their transactions, they were requested to write their name, address, contact number in the coupon provided to them and asked to deposit those coupon in a drop box kept at the exit of business hub. Surprisingly, the drop box was not kept under any lock or key and there was no counterfoil in the coupon issued to consumers. It was assured that the coupons placed in the box would be used for conducting lottery and owner of the lottery would win the car, even though there was every chance that the placed coupon could be misplaced by anyone and that there was no maintenance of records/register or any declared mechanism or body who would conduct the lottery(!) which in other way appears to be farce. Chances of consumers being cheated remains while the business house would achieve multiple quantum of sale in comparison to it’s normal & regular sale; forget about the profits that may be made during the offer.

The child slept in the corner of the room, his parents slept close by. They were poor and times were hard but they had decorated the room as best as they could. In another comer stood a small Christmas tree decorated with silver tinsel, glass bells and baubles. On the branches there was cotton wool snow and underneath the tree were boxes and parcels tied with coloured ribbons and all neatly labelled.
At the very top of the tree stood a fairy in a white dress carrying a wand. Above her head was a beautiful star shining in the light of the fire burning in the hearth.
The old clock in tl1e alcove struck midnight and the fairy woke up, looked at the boy and flew around the room touching all the paper decorations hanging from the walls with her wand. They glistened in the darkness. Next she touched all tl1e baubles hanging on the tree and they glowed with many beautiful colours. As the fairy went about her business the boy woke up and silently watched the beautiful scene in front of him.
The fairy knew that the boy was awake but said nothing and carried on with her work of bringing light to the dingy room. Quietly the boy whispered “Who are you?” “My name is Shiva Shakti”, said tl1e fairy in a light voice, “and my job is to transform this old place so that you can have a bright new dawn to enjoy all the gifts that have been brought for you for thousands of years to come.”
The boy’s eyes lit up and a tear of joy ran down his cheek. “We have not had much happiness lately”, he said, “everything has been going wrong and everyone is poor and many are sick. The world seems to be filled with nothing but sorrow.”
“I can change all that with your help”, said a voice from the corner. The boy looked but could see no one there. “You won’t see me by looking in that way”, chuckled the voice. The boy looked again, but could not see anyone.
Again the light laughter came and the boy noticed that the star on the top of the
tree was glowing and was surrounded by beautiful red light. “Are you in that star?”
asked the boy. “I am the star -
“That would be nice”, said the boy, “but my mum and dad say that there is now no hope for us and that the whole world is falling apart and can’t last much longer.” “That’s why I have come and that’s why I need your help.”
The boy was silent for a while. “Do you also have a name?” he asked. “My name is Shiva means the ‘Benevolent’ or ‘Benefactor’ or the benign or a divine dot i.e. who is beneficial to all,” said the star. I am God called as ‘SHIUN’ in Babylon, ‘Seva’ or ‘Sevajya’ in Syria, in Egypt & Fiji; ’Sibru’ in the land occupied by the progeny of Abraham, ‘Jehova’ to Moses & his followers very similar to the Sanskrit word ‘Shiva’ derived from two phonetic parts ‘Shi’ & ‘Va’ meaning ‘Redeemer’ & ‘Liberator’ of sins which Indicates to Me Almighty alone. “And I want you to meet my other helper.”
At that moment there was a great rumbling in the chimney and a large man with white hair and a big white moustache, dressed all in white appeared in the hearth. “Who are you?” asked the boy. “Some call me Adam, some call me Brahma, some call me ABU TANI and some even call me Father Christmas.” “Father Christmas is red,” the boy argued. “No, red is Shiva’s colour, mine is white.” As he looked back at Shiva the star, the red glow seemed to become even brighter and suddenly the boy himself became a star and flew to the top of the tree. He sat beside Shiva in the beautiful red glow. He looked back and saw the boy, himself, sitting in the corner. “But I am up here with you,” he said to Shiva. “That’s right child, and your body is there below in the corner.” “But I thought that was me.” “No child! That is just your body. The real you is the star, the soul that is up here.”
“You must be God!”, said the boy. “They do also call me that”, said Shiva,” and I am your eternal Fatl1er and he,” said Shiva pointing to Brahma, “is the Father of all humanity, the first man.” He is here to help me turn this old world full of sorrow and pain into a world of happiness and love for you to live in with all the other most beautiful star children.” The child was silent for a long time. “Can I help YOU do this?” Suddenly the top of the tree was surrounded with stars all dancing with Shiva in a most beautiful dance. “These are all your special family who are also helping.” “I have a lot to learn”, said the child. “That’s why he is here,” said Shiva and at once the child was sitting on Brahma’s lap surrounded with light. “I feel different,” said the child. “That’s because you are now using your body of light, your angel body.” The boy looked and sure enough he was pure light and had the most beautiful pair of wings. He looked back at the bed and saw his physical body sitting there. “You have to learn to use all three forms”, said Brahma, “the physical body, the angel body and the point of light. Then you will help in finishing this old world of sorrow and creating heaven on earth.”
The boy woke up. His mother was gently stroking his head. “Happy Christmas”, she said. “Happy Christmas Mum”, he said jumping out of bed. “What are you going to do today?” asked mum. “I am going to change the world,” said the boy and do you know what? He did.
This period when Iron Age or Kaliyuga (Dark Age) is coming to an end and the Golden Age or Satya Yuga is about to commence is the present time, called Confluence Age or Sangamyuga (Transition Period). Jesus says, “When you see a cloud coming up in the west, at once you say, ‘It is going to rain,’ and it does. And when you feel the south wind blowing, you say ‘It is going to get hot,’ and it does. Hypocrites ! You can look at the earth and sky and tell what it means; why, then, don’t you know the meaning of this present time.”
On this special festival it is imperative for all to be awakened from that deep slumber
of ignorance and be connected constantly with the Supreme Light through meditation.
So, let us all irrespective of different religious faith celebrate this ‘Christmas’
to empower our self through process of Supreme Communion (Raja Yoga) with Him to
inculcate His Supreme Commands of Universal Values to establish a “Value Based Happy
Society of Culture of Peace & Non Violence” -
The true way of celebrating ‘Christmas’ would be to realize the significance of the
present auspicious time ( Sangam Yuga, which is end of Kaliyuga -
On this auspicious occasion of ‘ Christmas’, take a moment for deep spiritual introspection and free yourselves from the bondage of greed, the lust for power and a slave of promiscuity and make God your eternal companion for true peace, happiness and prosperity.

ITANAGAR, Dec 24: The Papu Viking stormed into the final of Yaja Waii Memorial T20 Championship defeating Pare Ranger by 14 runs in a thrilling second semifinal played at Seppa general ground today. Chasing a moderate target of 117 runs to win, Rangers were bundled out for 103 run in the penultimate over.
Madu Muri bagged three wickets by conceding only 12 runs from allotted 4 overs. Hira Natung, Prem Saha and Aiti Singhi bagged two wickets each. Madu Muri was declared MoM for his three wickets haul and 20 runs contribution from bat.

ITANAGAR, Dec 24: The earlier interim order given by the District and Session Court (West), Yupia, restraining Taring Mama to act as the president of All Nyishi Youth Association (ANYA) has been vacated by the same court on December 22.

ITANAGAR, Dec 24: The members of Gauhati High Court Itanagar Permanent Bench Bar Association condoled the death of Geeta Pao (Pangging), who was a practising advocate and member of the Bar Association.
Geeta was a brilliant advocate and her untimely death is a great loss to the Bar and the society, they said.
The members of the Bar Association observed two minutes silence as a mark of respect to late Pao and prayed for her eternal peace.
The members of Arunachal Pradesh College Teachers’ Association have expressed shock at sad demise of Rei Doye, father of Eli Doye, Assistant Professor, DNG College on December 23 at his native village Seren and conveyed their heartfelt condolence to the bereaved family. They also prayed for eternal peace of the departed soul.
All Tatung Welfare Society (ATWS) mourned the death of Tatung Taha, son of Tatung Charu of Gimba village under Tali circle on December 23 last, and prayed for eternal peace of the departed soul.

ITANAGAR, Dec 24: Pushi Bango Students’ Union (PBSU) has demanded the authorities to initiate action against West Siang deputy commissioner for creating panic and fear psychosis among citizens of the district.
The Union alleged that the DC verbally abused former Pushi Bango ZPM Nyali Bagra at open market without any reason and threatened him with dire consequences. The Union said that Bagra be provided with security. While condemning the act and behaviour of the DC, PBSU threatened to launch protest in case the authority fails to initiate legal action against the DC.

ITANAGAR, Dec. 24: Arunachal Pradesh Civil Service officer Chandra Sekhar Dasgupta passed away yesterday in Kolkata. Doctors attending on him said that he died due to cardio respiratory failure.
